They used a lot of methods, though might be not accurate, but logically correct. Dubai is rising fast, but now is still at top 15 only, not yet top 10. Dubai is too new, a great skyline derived from combination of low-rise and high-rise, but Dubai only has high-rise in city area. these are actually not my choices, these are from DiSerio, an expert in analyzing skylines around the world. It's a top 30. Minneapolis is a beautiful city but it's very small (land mass wise). And even though the city does have the compact height that a lot of the top 10 skylines have, I have to agree, it's just not big enough altogether and it needs a larger building, the IDS was built in the 70's, I think.
